A film fixer in India is the local execution partner a visiting production hires to get a shoot on the ground: the recce and the location access, the local permits and the authority on the phone, the crew, vehicles, equipment and rooms, the arrival of the foreign unit, and the daily run of the shoot until wrap. It is a field role. For full budget, schedule, vendor-contract and multi-state production control, see our line producer India service; this page covers the on-ground layer that sits underneath it.
Global Producers runs that layer for international film, television, OTT and commercial units shooting in India, through local fixing teams in the main hubs and the states a schedule moves through. What follows is what a film fixer in India does, how the engagement runs from brief to wrap, and how it fits with the producer, director of photography and assistant director travelling with the unit.

What an India Film Fixer Does
The job has a fixed shape whatever the format. Before the unit arrives, the fixer turns a brief into locations that can actually be used: scouting against the script, checking who controls each site, and confirming what permission it needs and how long that takes. Once locations are chosen, the fixer files and follows the local permits, books the crew and vehicles, sources equipment locally or receives what the unit brings, and arranges accommodation and catering near the work. When the unit lands, the fixer meets it and runs the ground: call-time movement, location holding, authority liaison on the day, and the problems that appear at 6 a.m. and have to be solved by 7.
- Location recce and access: scouting to the brief, owner and authority identification, access agreements and holding.
- Local permits and authority coordination: municipal, police, monument, forest and location-specific approvals, filed and followed to issue.
- Crew, vehicles, equipment and accommodation: local crew by department, unit transport, rental equipment, hotels and catering.
- Airport and foreign-unit arrival: meeting cast and crew, customs coordination for carried equipment, first-day orientation.
- Daily shoot logistics and issue resolution: schedule movement, location readiness, weather and crowd contingencies, on-the-day liaison.
- Coordination with the visiting producer, DOP, AD and local vendors so that decisions taken on set reach the people who act on them.
- Multi-state fixing through local teams, so a schedule that moves from one state to another is met by people who know each one.
Who Hires a Film Fixer in India
Most enquiries come from three kinds of unit. A foreign feature or series with its own producer and heads of department, which needs local access and a ground team rather than a second producer. A commercial or branded-content unit on a short schedule, where the agency and director arrive with a locked board and need locations, permits and crew delivered to it. And a documentary or factual crew that needs one person who can open doors, translate the situation and keep a small unit moving. In each case the visiting team keeps creative and financial control and hires film fixers in India for the execution layer; film fixers in India are added to a schedule for what they can open and run on the ground, with the line producer service brought in only when the production needs someone accountable for the whole budget and schedule.
Locations, Recce and Access
India’s locations are controlled by a wide range of parties: private owners, municipal bodies, state governments, the Archaeological Survey of India at protected monuments, forest and wildlife authorities, railways, ports and airports. A fixer’s first value is knowing which of those a given frame falls under before the director falls in love with it. The recce report we return lists each option with its controlling authority, the permission route, the realistic lead time, the access conditions and what it will cost to hold, so the creative choice is made with the constraints visible.
Access is then secured in writing: the owner’s agreement, the authority’s permission, the holding dates and the conditions attached. Where a location’s rules will not accommodate the shot, the fixer says so early and offers the nearest workable alternative rather than letting the problem arrive with the unit.

Local Permits and Authority Coordination
A film fixer in India handles the local permission layer: the applications to the municipal corporation, the police, the monument or site authority and any state film office, and the follow-up until the letter is issued. Which permits a shoot needs, and how the national permission for foreign productions fits over them, is set out on our film permissions in India page; the fixer’s job is to know the local desks, file complete applications, chase them, and be the person the authority calls. On the day the fixer carries the permits, manages the authority’s representative or escort where one is required, and keeps the shoot inside the conditions granted.
Where a production needs the full multi-authority permit programme managed as a service, including the national application, that runs through our film permit compliance services; the fixer works to that programme on the ground.
Crew, Vehicles, Equipment and Accommodation
Local crew is booked by department to the visiting heads: camera and grip support, lighting, sound, art and set dressing, wardrobe and make-up assistance, production assistants and runners, and drivers. Equipment is sourced locally from rental houses in Mumbai, Delhi, Hyderabad and the other hubs or, where current import rules allow, brought in with the route confirmed through the freight agent and customs adviser before travel. Unit transport, hotels near the location, catering that meets the unit’s requirements and a base for the production office are arranged before arrival. The fixer’s brief is that the unit should find everything ready and everyone briefed, and that any substitution has been agreed with the producer before it is made.
Airport, Arrival and the Foreign Unit
The first day sets the tone. The fixer meets the unit at the airport, manages the paperwork for carried equipment, moves cast and crew to the hotel and walks the key creatives through the next day’s location. Visa and national-permission matters are handled with the production in advance; on arrival the fixer’s job is to make sure nothing about the first hours in India costs the unit time.

Daily Shoot Logistics and Issue Resolution
During the shoot the fixer runs the ground against the AD’s schedule: locations opened and held, crowd and traffic managed with the police where permitted, weather and access contingencies activated, vendor payment requirements tracked and processed through the producer’s agreed approval process, and problems closed before they reach the director. The fixer is the point of contact between the visiting producer and every local party, and keeps a daily record of what was arranged and what changed. Where a decision affects budget or schedule beyond the day, it goes to the producer or the line producer, who hold that authority; the fixer’s authority is the day.
Multi-State Fixing Through Local Teams
A schedule that moves from Rajasthan to Kashmir to Delhi meets three sets of authorities, crews and conditions. Our fixing is run through local teams in each hub, with one coordinator holding the whole route, so the unit is met at each stop by people who work that territory. City and state pages describe each base: line producer Mumbai for the western hub, line producer Rajasthan for the forts and deserts, and equivalent pages for Delhi, Hyderabad, Goa, Kerala and the Northeast. How a compressed ten-day, three-state feature schedule was actually delivered is documented in our multi-state India shoot case study.
How a Fixer Engagement Runs
- Brief: format, dates, locations or looks, unit size, equipment carried, and what the visiting team will handle itself.
- Recce and access report: options with controlling authority, permission route, lead time, conditions and holding cost.
- Pre-arrival: permits filed and chased, crew and vehicles booked, equipment sourced or cleared, accommodation and catering set.
- Arrival: airport meet, equipment paperwork, hotel move, next-day walk-through.
- Shoot: daily ground operations, authority liaison, contingencies and a daily record.
- Wrap: locations released, vendors settled, equipment returned or exported, and the file handed to the producer.
Send the brief and shooting window, and our film fixer India team will return a recce plan and fixing scope for the territories involved. Where the brief grows into full budget, schedule and contract control across the production, it moves to the line producer service linked above; the fixing team stays on the ground either way. Our wider film production services in India page sets out how the two fit together.
