Film Fixer in Dubai: Recce, Access and Local Shoot Support

Our film fixer in Dubai service supports international features, documentaries, television and commercial shoots with location recce, access enquiries, permit coordination and daily local arrangements. Global Producers coordinates the agreed support for the production’s locations, dates and unit requirements.

Preparation identifies the proposed filming activity, the people responsible for each location, the information required for applications and the local suppliers needed for the shoot. Outstanding permissions, availability and costs are reported before commitments are made outside the agreed authority.

What Film Fixers in Dubai Coordinate

Depending on the agreed scope, the fixing team provides:

  • Recce photographs from the proposed camera positions, access notes and a list of outstanding questions for each location.
  • Enquiries with location owners or managing bodies, and coordination of the filming applications assigned to the fixer.
  • Availability checks for local crew and suppliers against the production’s dates and departmental requirements.
  • Equipment collection, vehicles and the shoot-day support agreed in the appointment.
  • Reports of changes to access, availability or cost to the production’s designated decision-maker.

The fixing appointment can include authorised crew and supplier bookings and an operating allowance for local costs, with responsibilities and spending limits agreed for the production.

Our line producer in Dubai coordinates the wider production budget, schedule and supplier commitments within the agreed appointment. Fixing and line production can be engaged separately or together.

Location Recce and Access Checks

Each candidate location is checked for the actual scene and setup proposed, and the findings are recorded so the production can compare options before anything is booked. What is checked depends on the environment.

Downtown, DIFC and Sheikh Zayed Road

For tower exteriors, plazas and road-side frames, the recce records the proposed camera positions, which property or managing body controls each position and the ground it stands on, vehicle access for the unit, and where equipment can be held. Proposed camera positions, equipment placement and access across property boundaries are recorded so the relevant permissions can be checked.

Dubai Marina, JBR and Palm Jumeirah

The recce identifies the particular property, promenade or public area in frame, the pedestrian activity at the requested filming hours, and the loading and holding arrangements available. Hotel and residential properties are approached individually, and the requested hours are checked against each site’s own conditions.

Al Fahidi and the Creek

In the historic districts the checks cover access routes for crew and equipment, the working businesses and residents affected by the proposed setup, where a vehicle can load, and whether the frame can be held at the planned hour without closing a lane that is in daily use.

Desert Locations and Hatta

For desert and mountain sites the recce confirms the exact site and who manages it, the vehicles the ground requires, communications coverage, facilities available on site and the support the production’s safety plan identifies for heat, terrain and distance from medical cover. Travel and setup time are assessed for the specific site rather than assumed.

A recce identifies options and constraints. It does not establish that a location will be available on the dates or that permission will be granted; those decisions rest with the owners and authorities concerned.

Filming Applications and Location Permissions

Filming in Dubai is permitted through the Dubai Film and TV Commission, whose portal handles permit applications for the emirate. The fixing team confirms with the production who the responsible applicant is and which locally licensed production company the application runs through, then assembles the documents the application requests for the project, including the location list, dates, crew and equipment details and the script or concept where required.

Submissions, responses and any amendments are tracked and reported. Filming permission, the location owner’s consent and any additional requirement attached to a site are recorded separately, so an application in progress is never treated as confirmed access.

Specialist activities are identified at the recce stage for separate confirmation with the bodies responsible: aerial filming, setups affecting roads or traffic, filming at transport infrastructure, and night work affecting residents or businesses. Approval of the ground location does not establish approval for these activities.

Local Crew, Equipment and Transport

Crew and equipment are sourced against the department lists and the dates, with availability confirmed for the specific period. Quotations are obtained in writing and identify the personnel or package supplied, the working-day basis and overtime, collection, delivery and transport arrangements, and cancellation and payment terms, so the production can compare them on the same basis. Where a package or specialist role is not available locally, the alternatives and their travel or freight costs are referred to the production.

The appointment identifies who approves quotations and places bookings. Where the fixer is authorised to book, the bookings are placed within the agreed limits and recorded; otherwise the quotations go to the production for approval and contracting.

For equipment arriving from abroad, entry and re-export arrangements are confirmed with the appointed freight forwarder or customs broker before the shipment is prepared. The fixing team supplies the local information requested and coordinates collection, transfer and return on the ground. No particular customs document or route is assumed in advance.

Transport is arranged by vehicle type and day, with the driver, fuel basis and route stated, and movements between locations are planned against the shooting order and the loading and parking arrangements confirmed at each site.

Film Fixer Dubai: Shoot-Day Coordination

On filming days the fixing team confirms the agreed access arrangements at each location, meets the owner’s representative or any supervisor the site requires, coordinates the assigned suppliers and transport, and communicates the location’s conditions to the departments they affect. A record is kept of what was arranged, what changed and what was spent locally.

Changes affecting access, cost or the shooting order are reported to the production’s designated decision-maker with the options available and any known implications. Some changes can be accommodated on the day and some require a further consent; the fixer reports which applies rather than assuming either.

At the end of the engagement the assigned tasks are completed: equipment returned and signed off, supplier records and receipts handed over, and any outstanding location matter reported for the production to close.

Preparing a Dubai Fixing Brief

To scope the appointment, the production supplies:

  • Format and proposed dates.
  • Location references and the intended activity at each.
  • Unit size and travelling personnel.
  • Equipment, vehicles and any specialist requirements, including aerial or road-related work.
  • The preparation and shoot-day coverage required.

The Dubai film fixer appointment records the locations covered, preparation and shoot days, local personnel, supplier responsibilities and reporting arrangements. Changes to the brief are checked for their effect on access, availability and cost before additional work is confirmed.
