Mumbai film production cost depends on the location, crew size, equipment requirements and the permissions each site needs. The figures on this page are Global Producers’ indicative rates for defined services and locations in and around the city. They are not a complete film budget and they are not a government tariff; official fees, where they apply, are identified separately from our service charges.
Shooting, crew and location-hire figures are based on an eight-hour shift unless otherwise stated. Permit-related daily estimates and application service charges are identified separately. Final scope, availability, applicable taxes, deposits and additional charges are confirmed in the quotation. Approximate USD figures use ₹95.16 per USD, calculated from ECB euro reference rates dated 14 October 2026, and are rounded. Exchange rates change; quotations are governed by INR prices.
Small-crew option: ₹50,000 per eight-hour shift. For international crews of two to three people filming handheld Mumbai B-roll, short-film material or social-media content, our package provides one fixer, a car, driver and fuel for approximately 80 kilometres. The package excludes camera equipment and a camera operator. Any required application, permission or location charges are quoted separately.

Mumbai Location and Studio Hire Costs
The table gives indicative location-hire and access-arrangement costs for an eight-hour shift. The quotation identifies the space, coordination and other services included in each figure. Stage hire does not include set construction, lighting, sound equipment, power, art dressing or crew unless the facility confirms those inclusions in writing.
| Location or service | Indicative INR price | Approx. USD | Basis |
|---|---|---|---|
| Studios and indoor locations | ₹80,000 to ₹3,50,000 | $840 to $3,680 | Eight-hour shift; facility and inclusions confirmed |
| Railway standing set on a soundstage | Around ₹3,50,000 | Around $3,680 | Eight-hour shift; confirm the specific set and hire scope |
| Standard Madh Island villa | From ₹1,50,000 | From $1,580 | Eight-hour shift |
| Beach-facing Madh Island villa | From ₹2,50,000 | From $2,630 | Eight-hour shift; varies by property, season and dates |
| Dharavi location and access arrangements | ₹80,000 to ₹3,00,000 | $840 to $3,150 | Eight-hour shift; depends on selected area, format and production footprint |
The Dharavi estimate covers the agreed locations and the coordination needed to work in them. It does not purchase unrestricted access to the neighbourhood, resident participation or interview rights; site access and participant consent are confirmed separately for each location and each person who appears on camera.
These estimates cover individual services and locations. Our line producer Mumbai service brings them together with crew, equipment, transport and contingency in a budget built around the shooting schedule.

Small-Crew Mumbai Filming Package: B-Roll and Short-Form Content
Not every international production needs a full local unit. For a visiting crew of two to three people working with a handheld camera, Global Producers offers a fixer-and-transport package for Mumbai B-roll, city footage, short-film material, blogs and social-media content.
The package costs ₹50,000 per eight-hour shift, approximately USD 525 at the reference exchange rate stated above, and includes:
- One fixer supporting the visiting crew.
- A car and driver.
- Fuel for approximately 80 kilometres.
The package covers handheld filming without tripods or additional equipment. Your crew supplies the camera and camera operator. Additional mileage, overtime and any separately required application, permission or location charges are addressed in the quotation.
The practical value is focused local support without hiring a larger production team. The fixer helps organise the agreed locations and daily movements around access windows, available light and travel time, so your crew can concentrate on capturing the footage. The service is delivered through our film fixers in Mumbai team.
A small crew or social-media release does not automatically remove filming-permission, location-consent or foreign-production requirements. We assess the actual content, intended use, locations and activities, then identify the appropriate paperwork and quote any required coordination separately. Where the brief needs a larger crew, additional equipment or more extensive location control, it is scoped separately rather than treated as part of this package.
Drone, ASI and Local Permission Budgeting
Permission costs fall into two kinds: our coordination charge for preparing an application and following up with the relevant authority, and any official fee the authority itself sets. The quotation shows them as separate lines. None of the figures below includes unofficial payments of any kind, and none should be read as a fixed government tariff.
Drone Permission Coordination
Indicative coordination charge: ₹2,50,000 to ₹3,00,000 per filming day (approximately $2,630 to $3,150), subject to the locations and the proposed operation. This is permission coordination only, not drone or operator hire. Airspace, location and operational requirements are checked for the proposed shoot, and payment of the charge does not establish approval or permission to fly. The national route and the authorities involved are set out in our drone filming permission in India guide.
ASI-Controlled Locations
Coordination service charge: ₹1,50,000 per filming day (approximately $1,580) for the locations covered by the quotation. This is our charge for the application and site coordination, not an official ASI fee. The authority’s own fees are separate and are checked against the applicable published schedule for the site at the time of application. The application route is described in our ASI shooting permission guide.
Police and Municipal Permissions
Indicative permission-related budget: around ₹50,000 per filming day (approximately $525), depending on the location and scope. The quotation distinguishes our coordination charge, the applicable official charges and any separately required arrangements such as traffic management or holding areas. This figure is not a fixed BMC or police tariff and does not include drone, ASI or other specialist approvals. Which city permissions apply to a given street, building or public space is explained in our filming permissions in Mumbai guide.

Foreign-Production Approval and Coordination Costs
A foreign production in Mumbai may need three separate things: project approval through the applicable national route, local filming permissions for each site, and the correct visa for the travelling crew. They are different processes with different authorities, and one does not replace another.
For foreign documentary, commercial or other projects routed through the Ministry of External Affairs, our service charge for preparing and coordinating the application is ₹1,50,000 per application (approximately $1,580). It is not a government fee. We allow at least 60 days in our production planning for this route; that is our planning allowance, not a statutory minimum or a guarantee of approval. Which route applies is confirmed against the actual production category, since not every non-fiction format follows the same route. For ICH-routed projects, the published official application fee is USD 225, payable in INR equivalent, at the time of writing (see India Cine Hub). Any service charge for coordinating an ICH application is quoted separately.
Establishing the correct national application route for a given format and content is the starting point, and the routes themselves are set out in our film permission in India guide. Project approval does not by itself grant location permissions, and it does not replace the visa requirements that apply to the crew.

What Changes the Final Mumbai Shoot Budget?
The rates above are starting points. The final budget depends on the factors below. Not every shoot needs every service, so these estimates should not be added together as a standard package.
- Shoot and preparation days, including recce and set-up days that carry their own costs.
- Shift length, overtime, night work and rest periods between shooting days.
- Crew size and location footprint, which drive vehicles, holding areas and crowd management.
- Equipment, power and sound requirements, and whether the location can supply them.
- Set dressing, construction and reinstatement of the location after the shoot.
- Travel time between locations, parking and space for crew and vehicles.
- Seasonal availability and exclusive use, particularly for villas and beach properties.
- Permission conditions and specialist activities such as drones, heritage sites or railway property.
Keeping a Small Mumbai Shoot Focused
For a brief built around a few carefully chosen locations and handheld coverage, a small crew can be a practical production choice. Our package combines local fixing and transport in one defined shift, while your crew retains control of the camera and creative work.
The approach is to match the support to the footage required: plan realistic movements, confirm access and complete the applicable paperwork. That keeps the scope clear without treating a small shoot as a full-scale production, or treating its permissions as optional.
